A new civic building and gardens

The Civic Precinct is where the community will come together to connect with each other, celebrate our successes, honour those who have gone before us, welcome new citizens, promote local culture and creativity, workshop ideas, and debate the issues that are important to our community.

Lyons Architects were appointed as lead architect firm for the redeveloped Civic Precinct in May 2025. This is an interactive map, showcasing key areas within the Precinct, both existing and future. Each button below includes a description of the area, plus either renderings from the concept design for the Precinct (red icons), or images of the existing site (blue icons).

Grass Roots Pavilion

In the early 1900s, the Civic Precinct gardens were home to a central rotunda where local brass bands filled Sunday afternoons with music. The Grass Roots Pavilion pays gentle tribute to this beloved chapter of our City’s history; a contemporary gathering place inspired by the community spirit of days gone by.

Council Chambers

Designed to embody visibility and transparency, the Council Chambers ‘floats’ gracefully above the Grass Roots Pavilion; a striking symbol of open and accessible democracy. With its elegant cross-laminated timber structure and floor-to-ceiling glass, the space invites the community to see local decision-making in action.

Festival Lawn

The Festival Lawn is Subiaco’s premier outdoor gathering space for locals – a vibrant heart for the community to come together.

Botanic Arc

The Botanic Arc brings a lush, living garden to the heart of Subiaco. It will be a tranquil space where nature and community meet.

Exhibition Space & Mini Café

The Exhibition Space celebrates Subiaco’s rich creative spirit; a place to showcase local artists, host rotating displays from the Subiaco Museum and Library, and present community events such as the Shaun Tan Award for Young Artists.

Community Hub

The Community Hub is a welcoming space designed for connection, creativity, and community use. Comprising a large hall, smaller meeting rooms, and a fully equipped kitchen, the Hub offers flexible, bookable spaces for local groups and organisations.

Lobby & Staff Offices

The Lobby, situated just behind the Botanic Arc and accessible from Rokeby Road, serves as the heart of the new Civic Building.

Access Road & Parking

To create a safer, more pedestrian-friendly Civic Precinct, vehicle access has been relocated from Rokeby Road to Hamersley Road.

Fallen Soldier’s Memorial Clock Tower

Built in 1923 to honour Subiaco residents who lost their lives in World War I, the Fallen Soldier’s Memorial Clock Tower stands as a powerful symbol of bravery, sacrifice, and the enduring love of mothers for their children.

Museum

The Subiaco Museum will continue to operate from its historic home in the No. 2 Electrical Substation, preserving the character and heritage of this iconic building.

E H Parker Library

The E H Parker Library, listed on the City of Subiaco’s local heritage register, has long been a landmark of modern architecture in the area since its construction in 1971.
